Basis
Navigation facility charges are levied on landing or overflying aircraft(only for aircraft serving international route) based on the number of flights.

Payment of charges
Users shall make the full payment within 15 days of the date of the invoice in which the charges actually accrued.
Aircraft that return to the departure aerodrome within two hours after take-off due to unavoidable reasons such as bad weather conditions, natural disasters or patients, etc.(except reasons resulting from poor maintenances by airline company)
Aircraft that take off to destination aerodromes located in the Republic of Korea after emergency landings due to bad weather conditions (except when some or all of passengers or cargo are disembarked)
Aircraft that take off to the destination aerodromes located in the Republic of Korea after emergency landings due to unavoidable reasons such as natural disasters or patients, etc. (except when all passengers or cargo are disembarked)
Aircraft used for diplomatic or official purposes
Aircraft performing flight test under the Aviation Act, Article 27, Para. 4.
Aircraft on a training flight piloted by anyone satisfying at least one of the following conditions (Not applied to Gimpo, Gimhae, Jeju Airport) :
1) Technical educational institution designated by Minister of Land, Infrastructure and Transport under the Aviation Act, Article 29-3, Para. 1.
2) Domestic or International air transport operators under the Aviation Act, Article 112, small air transport operators under the Aviation Act, Article 132 and business operators using aircraft under the Aviation Act, Article 134.
3) Colleges as defined by the Higher Education Act, Article 2, item 1 or equivalent/ higher-level educational institutions.
Aircraft landing or taking-off in direct response to an official administrative order
Full details of charges in respect of the above services may be obtained on applications to the Aeronautical Facilities Management on the Ministry decree-MOLIT and the Aviation Act- Republic of Korea.
Basis of Imposition
The Aeronautical Meteorological Service Charges set out hereunder shall be imposed on each international flight of aircraft landing at the aerodromes in the Republic of Korea or flying over the Incheon Flight Information Region, by making use of the meteorological services provided by the Korea Aviation Meteorological Agency of Korea Meteorological Administration.
Charges per Flight
In case of landing, 6 170 Korean Won
In case of over-flight, 2 210 Korean Won
Method of Collection
The charges shall be collected as one of the items by unifying it in the invoice issued by the Incheon International Airport Corporation and the Korea Airport Corporation.
The charges shall be paid at each time when the flight pertinent to the basis of imposition occurs. However, the approved regular users may be allowed to pay the monthly-counted charges by the last date of the next month.
Exemption
The entities for exemption from the charges shall be in accordance with the conditions as defined under the Item 1, Paragraph 4, Article 12 of the Airport Facilities Management Regulation.
Addenda
This charge system shall enter into force on 1 March 2014.
Future charge raise negotiations will be conducted in 2016, taking into consideration the inflation rate.
